Premier answers legislature

Premier Refilwe Mtshweni addressed some of the issues affecting the province during her question and oral reply sitting on Tuesday in provincial legislature.

She addressed various topics including the irregular expenditure of funds, the court case of David Mabuza versus Mathews Phosa and school sanitation in the province.

“The 2016/17 Auditor-General report states that prohibited expenditure in municipalities escalated from R9,7 billion to R12,1 billion from previous financial year,” stated the premier.

She said the Department of Cooperative Governance and Traditional Affairs (Cogta) has issued two letters, addressed to both the executive mayors and municipal managers of all 17 affected local municipalities in the province.

“They must start and finalise investigations of outstanding cases in relation to the prohibited expenditures of R12,1 billion within three months. Where investigations are not concluded within the period stipulated, the Cogta MEC will start the investigations at end of June 2018,” she explained.

The DA raised a question about Mabuza and Phosa issue.

Mtshweni responded by saying that the litigation was a private matter between Mabuza, in his personal capacity, and Phosa.

 

“He sought the legal opinion from his personal lawyer. The matter was taken to court as a private matter and therefore the legal costs are also a private matter between the former premier and his lawyers. As for where the funds came from, just like all public representatives, the premier earns a monthly salary.”

With regard to sanitation in the province, Mtshweni said not all facilities within the province are functional.

“A budget of R291 million has been set aside in 2018/19 financial year. The department recently embarked on conducting assessment and costing the overall sanitation backlog in schools,”
she said.
